Contrary to the expectations of several theorists belonging to the modernisation school, chieftaincy as a traditional institution survived various political changes throughout the 19th and 20th century in most African states. Nonetheless, their existence thereafter has varied in these states. Some states have lauded, recognised and employed chiefs for state development, while other states have blatantly ignored and designated the offices of chiefs as an obsolete governance institution that has outlived their usefulness. The variance in the disposition to chiefs is (...) identified as deeply rooted in a long-standing debate over the relationship between modernity and tradition. This study explores this debate, adopting the Ghanaian chieftaincy institution in its modern form as a case study. A synthesis of existing literature on the relevant concepts was developed and discussed in the development of the study. The study identified the major debate on tradition and modernity to be situated in a binary school, where one strand believes they can both exist together, and the other situates their argument in the need to abolish tradition completely from modern societies. For the Ghanaian setting, however, the chieftaincy institution is recognised and accorded its autonomy in the 1992 Constitution of Ghana. This has created a bifurcated state where constitutional law and customary law are implemented at the same time. Over the years, the interaction between both systems of governance has been seen mostly in land administration, local governance, and development. Chiefs as such are identified as playing extensive roles in state development and investment promotion through land administration, serving as gatekeepers between the central government and their subjects, promoting solidarity and employing their influence and expertise as a means for introducing sustainable development initiatives in their localities. However, conflicts and land mismanagement have been areas of contention, affecting their influence and relevance in recent times. The study recommends capacity building and further integration with the modern democratic Ghanaian institutions to improve the contribution of chiefs to the development of Ghana and other contexts where they exist. Alterations to cognitive function are often reported with depression and anxiety symptoms, yet few studies have examined the same associations with mental well-being. This study examined the association between mental well-being, depression and anxiety symptoms and cognitive function in 1502 healthy adult monozygotic and dizygotic twins, and the shared/unique contribution of genetic and environmental variance. Using linear mixed models, mental well-being was positively associated with sustained attention, inhibition, cognitive flexibility, motor coordination and working memory, whereas depression and anxiety symptoms were (...) associated with poorer sustained attention, inhibition, cognitive flexibility and executive function. Bivariate twin modelling showed well-being shared a small environmental correlation with motor coordination and a small genetic correlation with working memory. Trivariate twin modelling showed well-being shared a small genetic correlation with inhibition, whereas depression and anxiety symptoms shared a small environmental correlation with inhibition. The remaining variance was mostly driven by unique G and/or E variance. Overall, well-being and depression and anxiety symptoms show both independent and shared relationships with cognitive functions but this is largely attributable to unique G or E variance and small shared G/E variance between pairs of variables. This article argues that criminal justice and health institutions under settler colonialism collude to create and sustain “truths” about First Nations lives that often render them as “bare life,” to use the term of Giorgio Agamben. First Nations peoples’ existence is stripped to its sheer biological fact of life and their humanity denied rights and dignity. First Nations people remain in a “state of exception” to the legal order and its standards of care. Zones of exception place First Nations people (...) in a separate and diminished legal order. Medical and health agencies have been instrumental in shaping colonial “biopower,” both in and beyond carceral settings to ensure that First Nations lives are managed in accordance with the colonial settler state project. This project is able both to threaten First Nations rights to live and to maintain settler self-perceptions of decency and care. We illustrate this discussion with reference to the tragic and unnecessary deaths in custody of twenty-two-year-old Yamatji woman Ms Dhu in 2014 in South Hedland Police Station, Western Australia, and twenty-six-year-old Dunghutti man David Dungay Jnr in Long Bay jail in Sydney, NSW, in 2015. Health professionals and police demonstrated callous disregard to Ms Dhu and Mr Dungay—treating them as “bare life.”. (shrink)

The problem of consciousness arises when we accept that humans are subject to conscious experiences, and that these experiences resist explanations of a kind that other puzzling phenomena permit. I first consider the case that such experiences exist and then the reasons for taking a pessimistic view of our chances of explaining them. I argue that the fact that conscious experience is ineffable makes the problem even harder than Chalmers allows, as it undermines a presentation of the problem of reductive (...) explanation in this case. The fact that conscious phenomena require a first-person perspective provides a further reason for taking a pessimistic view of the chances for the kind of theory that Chalmers seeks. In a final section I consider what form solutions to the problem, as revised, might take. (shrink)
